Amended Enforceable Obligations Payment Schedule

On December 29, 2011, the California Supreme Court issued a decision on the lawsuit challenging the constitutionality of ABX1 26 to eliminate redevelopment agencies (Dissolution Act) and ABX1 27 to permit a redevelopment agency to continue by participating in an “Alternative Voluntary Redevelopment Program.” The decision held that ABX1 27 was unconstitutional and ABX1 26 was constitutional, resulting in the elimination of redevelopment agencies.ABX1 26 provides guidance on the steps to be taken to implement the Dissolution Act and “wind down” a redevelopment agency. The Court’s decision delayed a few of the wind down dates found in AB1X 26 by four months; but there are still many decisions and actions that need to be taken almost immediately. On January 10, 2012, the City Council took the first step by adopting a resolution for the City of Vacaville to serve as the Successor Agency and Successor Housing Agency.
On January 24, 2012, the Agency (in one of its final actions) is approved an amendment to the Enforceable Obligation Payment Schedule (EOPS) adopted on August 23, 2011. The EOPS listed all of the Agency’s obligations to be paid between August and December 2011 and included items such as bond and/or loan payments, judgments or settlements, staffing reimbursement, insurance, rent, supplies, etc. A Redevelopment Agency can only make payments on an obligation listed on an EOPS (other than bonded debt).

Homeless Transitional Housing Program RFP

The City is working on the development of a Transitional Housing Program for approval by the City Council that would assist chronically homeless Vacaville residents. The Program should provide a combination of affordable housing and comprehensive support services to assist these chronically homeless persons who desire the structure and support of a transitional living program, but experience conditions that prevent them from achieving this goal on their own. The City of Vacaville hereby notifies the general public of its plan to submit the Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2010-2011 to the U.S. Department of Housing and Urban Development.
